The Licensed Users page (Usage > Licensed Users) lists all users assigned a User, Service, or Portal User license.
If a user has multiple Client profiles with different IdPs, even though it's the same person signing in on the same device, the AppGate ZTNA system will treat each as a new user. Therefore, every time a user connects using a different IdP, another license will be consumed.

Un-assigning a license
User and Portal user licenses are automatically un-assigned 30 days after the user was last seen. You can use the Last Seen column to see which users are approaching the limit.
The Search field has built-in filters that allow you to see the users with a specific license type. This is useful when you need to split out license usage based on the Client Profiles used.

NOTE
You cannot manually un-assign a license. To prevent a user from signing in again before the 30-day limit:
Use Registered Devices to add the user to the denylist; or
Delete the user from the IdP database.
